The ZTL-11 is already in service with the Chinese armed forces, and was first showed to the public in September 2015 during a military parade in Beijing to commemorate the end of the World War II in Asia.
According military sources, the ZTL-11 is based on the ZBD-09 using an 8x8 military chassis. The vehicle is also referred as ZTL-09, a fire support vehicle which is fitted with a two man turret armed with a 105mm cannon. It has a crew of four, including commander, driver, gunner and loader.
This vehicle is made on a welded steel armor hull with add-on ceramic armor modules. Chinese sources claim that the hull and turret of the vehicle provides protection against weapons firing 25 mm armor-piercing rounds at the front and 12.7 mm armor-piercing ammunition all-around the vehicle.
The ZTL-11 is fully amphibious and propelled in the water thanks two waterjets mounted at the rear of the chassis.

De ZTL-11 is een modern Chinees vuursteunvoertuig op wielen. De aandrijving wordt verzorgd door een enkele Deutz BF6M1015C dieselmotor met een vermogen van 440 PK, waarmee het voertuig kan accelereren tot ca. 100 km/u. De bewapening van het voertuig bestond uit een enkel 105 mm getrokken kanon en twee 7,62 mm en 12,7 mm machinegeweren.
ZTL-11 is ontwikkeld en in productie genomen op basis van het chassis van de achtwielige infanteriedrager (IFV) Type 08 (een andere aanduiding: ZBL-08) door het Chinese wapenconcern Norinco. Zijn belangrijkste taak is het bieden van directe vuursteun aan zijn eigen infanterie bij een aanval, het vernietigen van de permanente weerstandspunten van de vijand en het vernietigen van hun licht gepantserde voertuigen. De ZTL-11 biedt zijn bemanning bescherming tegen handvuurwapens en artilleriegranaatfragmenten, maar kan - waarschijnlijk - gemakkelijk uit de strijd worden geëlimineerd door ATGM-vuur. Het voertuig wordt gekenmerkt door een hoge mobiliteit in het veld en heeft ook het vermogen om waterobstakels te overwinnen zonder speciale voorbereiding.
